regarding the status and funding of the Museum project

  • Will the design process affect the outward appearance of the Burroughs School?
    • There are currently no plans to change the outward appearance of the Burroughs School during the renovation process. Currently, the County is investigating options to strengthen the structure's foundation. It is not anticipated that this part of the renovation process will be obvious from the exterior of the building.
  • The County's budget for this renovation process is $5,000,000.00. How will this be funded?
    • The County will issue general obligation bonds to generate $5,000,000.00 in cash, to be used to pay for the costs of the renovations.
  • Who will authorize the expenditure of the $5,000,000.00 in bond proceeds?
    • The County has an established approval process for the spending of bond proceeds. This assures that these funds are only used for purposes as authorized in the bond documents.
  • Who will manage the renovation project?
    • The Burrough's School is a County owned building, and this renovation project will be performed under the oversight of the County's Maintenance/Construction Manager, who ultimately reports to the County Administrator. All procurement for the renovation project will be done in accordance with the County's authorized procurement practices.
  • When will the bonds be issued?
    • The timing of the issuance of the bonds is being closely monitored by the County's Finance staff. Since interest expense begins to accrue once the County receives the bond proceeds, it is fiscally prudent to delay the issuance of the bonds until the cash is actually needed to pay construction invoices.
  • What is the preliminary schedule for the RFP and the museum design process?
    • The RFP was released on October 1, 2005. The deadline for submitting proposals for the RFP is November 21, 2005.
      • December 5, 2005 - Selection of Design Firm
      • May 01, 2005 - Renovation Plan Finalized
